web page magic?

I understand that there firefox addons that allow users to substitute in their own css.

Is there a way i can do this without the addon?

like in google chrome?

I don't think this can be done directly as you intend, but there are addons for browsers like Chrome, too.
I'd love to change the world, but they won't give me the source code.

I believe Opera will allow you to specify per-site rules, but I don't know if any of the browsers allow per-page rules.

There is an add-on for Firefox that allows you to create styles per page, but you don't want add-ons.

Why don't you want to use an add-on?

That's not the issue - I believe OP wants addons for chrome.

Have you tried that?

I don't know that you're going to find a lot of addons for Chrome to be specific enough for a web dev tool. It's still early in the life cycle...
I'd love to change the world, but they won't give me the source code.
