What programs do Cell Phones use for multimedia content?

Specifically Japan, but anywhere will do. If I download a music video or sound file, game, what programs/language do the phones use? Flashlite?J2ME? Are there anymore? I'm playing around with making mini-english lessons for japanese who ride the train or bus on their way to work. I have some experience with Flash but thats about it
