writing apps for iphone

hi there.
can someone tell me if the only way to write apps for the iphone is to pay $99 and have a mac? i primarily code on a pc. i at some point will need to develop applications for the iphone for a mLearning project here in the UK. what other resources are available to me regarding this?

any help is greatly appreciated

That's right. Maybe there's some kind of student thing where you don't have to pay $99, but you definitely have to have a mac.
