nah guys your flogging yourselves ur very little.... the trick is to be the authority site, be the site at the top of the serps. Set up what you will.. a related links page, a related links directory ... hell go for a general link page / directory if you want. Then set up a page saying - if you want...

Which is betetr for PR ? Doesn't make the slightest difference. Incoming only or incoming and outgoing ... really doesn't matter for PR purposes.

However which is better for ranking in the serps - well then you want incoming links only if you can get them ;)

I thought I knew most things about SEO but PDF files I am yet to understand. I presume google can read the text inside the PDF cos that’s easy to do as well as its file name.
