yea! that is good enough. It seems that you either made a gradient or put lighting on a circle that has been grained, perhaps a duplicate layer has been grained on top of the original. Either way, That looks good :D Can you please tell me the steps? BTW I want to have this type of effect on the bord...

yes yes thank you! so just a table that goes from all the way across the screen with the middle using the background cell effect. its so simple, i didnt even think of that... then you just put images/links in the cells!

so... the best thing to do would be to put an inlcudes on all of the pages that you want the banner on there? and for like a forum system, enter it into the header of the template?

For starters.. which forum system are you using? I am assuming it is PHPBB?
