Just so you know, PR is continuosly updated. However, the "Visible PR" (PageRank that you can see using Google Toolbar) is probably going to be updated sometime in January.

You could always format your hard disk and then just reinstall Windows. That's usually the best option when you have multiple viruses.

Using frames is always a bad idea from an SEO standpoint. There's no reason to use them in webdesign. I would redesign without frames and you will get better results.

All free webhosts need to benefit in some way from providing the service. Generally this means that they'll stick an advertisment on your website.

Nobody is going to work for $6/week. Look around at what other people are offering and base your price off of that. You may also want to include performance incentives.

Frames are basically a dead technology. There's no reason to use them and you will definitely be hurt in terms of SEO.

There is no specific limit but search engines will stop reading at a certain point. It should be noted that most modern search engines do not use the meta keywords tag.

There's no right or wrong time. Basically, the earlier you start it, the earlier you will build a consistent userbase.
