If you are targeting specific country you may wish to pick up any country specific tlds like .co.uk , .us, .in etc

Since such business comes to high risk categories, I think no one will accept you without registration, you should check with your local authority in consultation with your legal advisor for registration process.

I think it all depends on the popularity of particular free directories, article site or fourms that you are going to choose for promotion. BTW Puneet has added good point there.

Unique article for every single one ( the article site that have good PR ) would worth more, IMO, However you could also create your own blog if you intend for writing unique content.

If you are going to use different content, different keywords that won't be considered as dup content. Though I am not sure you might need 301 redirect possibly.
