SugarKane is right. It seems to be 'average CPM' column that shows how much you would earn per 1000 impressions (if you get the same CTR).

BTW, don't you know that Google doesn't allow to disclose your adsense data ;) ?

1. Use PPC with geotargeting where you'll be able to choose any countries you like

2. Sumbit your website to country-specific search engines.

3. Use specific keywords that will allow the right SE-users to find your website.

I thing that you should work at both ways at once. Being listed in a directory is good, but you'll definitely get clients if you have your website optimized well. I'm not sure that you'll find good link exchange partners.

You should start with registering your websites to directories, buying links, and when you get at least PR3-4 you may try looking for link exchanges.

It used to be truth maybe 2 years ago. Now your backlinks have nothing to do with the PR of the pages where the links come from.
