Check the backlinks of the links in the Iframe page, if they are showing a link from the Iframe page by all means exchange links with them.

if the iframe page isnt spiderable, dont do the exchange

What about providing a simple php include code that sources a file that dynamically updates with your new fresh content?

Some thing like:

:( No backlink No PR Because the output is called on page via the Java document.write(); I dont think think the links will be spidered. Google tends not to parse links pulled from an array or database VIA JAvascript http://www.photoiq.com/ for example has a set of links pulled via Java in the center...

The backlink and PR is donated to the destination of the link which in this case is clickbank. Google spiders it fine, and passes PR fine, however you are not the destination in Googles eyes so you dont get the credit

Google does not ignore them at all, what google does is not allow them to count as backlinks or pass on any pagerank

Just ask them nicely to rename their links page to something that can pass PR and keep the exchange, or just get em to put you on a different page. Be sure to explain the situation clearly with examples so they dont think your full of BS

That kind of cloaking is usually not picked up by Google but if you are reported via the spam report your gone!
