U mean that if you configure your fw to block port 80 then this port will remain blocked even if the fw is stopped ?

I believed that the fw process was blocking ports and if it was stopped all ports were open.

I think the question was
"How can the firewall keep on blocking the port 80 while it was not running anymore ?"

I do not understand how a firewall can block a port without beeing runnig ! :)
