I found some code that does exactly what I want to do.
marsrutai . info/directions.htm (no spaces)
Amazing how much is involved just to get that draggable marker to appear on the gpolyline.

This problem has been resolved.
It seems setting the z-index on the tooltip too high causes problems with firefox. I actually decreased the z-index and it worked perfectly.
Hope this helps other people that are having this problem.
