Can Adsense AD be placed on a digg-like website?

As you know,user offten copy a section of original article as story description which might violate the copyright terms of Google Adsense?

I lunched a new website on last Satuiday,I am planing to buy a link from hight PR website in order to boost the PR. But I don't know when is the best time to buy that link, before SANDBOX or after SANBOX?
