If your domain registrar doesn't provide it (although most do) then if you have it hosted with a cPanel account you should be able to use the forwarding option in cPanel.

Ok, so you have $500 earmarked to be spent on a money making venture on the net. The long term goal is to establish something i.e. a website that will provide reoccuring income and won't require you to spend your whole life updating and editing it. Where do you spend your $500, what do you do with it?

You could purchase the domain name for him and then bill him for it (with a small mark-up if desired). You should however list him as the primary contact for the site and you as the technical contact.
