If you have the time to invest then use both.

That would be my suggestion too.
Find webpages, blogs, forums within context to your sub pages and leave a link back to your sub page on there. Don't just place them anywhere though, you will get marked higher when the 2 pages are in context with each other.

You may both be penalized for it as your text will not be original content. Use the WhoIs services to find out their IP address and complain to the hosting provider.
