One should never pay for SEO, as graphixboy says most of it is done by your developer or you when creating the site.
If you write with people in mind and believe in what you write then your audience will find you, this I have foiund to be true anyway

Paypal rocks until you sell something with rights, then if they find the page, they switch off all of your buttons and freeze your account, it can take weeks, months to get sorted.
If you are using it for services rebdered though they are the best thing since sliced bread

I use FireFox and IE, that is the only time I use IE though, load of garbage if you ask me
