The cost of hosting is so cheap that it doesn't really make sense to buy on a month to month plan for budget hosting anyway. Plus, you don't have to worry about any billing stuff, setup fees and it usually comes with added features. Plus a lot of the hosting companies these days are going that route...

On a shared hosting plan, you won't be able to edit the httpd.conf, on a dedicated server or vps with root access you will be able to.

I've noticed a lot of people complaining about Godaddy and their web hosting service lately. I think they should stick with registering domain names!

Check to see if it's mailfoundry or not. Those that use Mailfoundry are the best.

LiteSpeed is a web server and with benchmark tests, it's definitely faster than Apache!
