If you are promoting your website over the internet then forget about PR, but if you are working on just to get PR then start doing linking with some relevant sites and do some social bookmarking. If you are promoting then target your keywords and get ranking on them in SERPs and i hope you will get...

Getting a link from a News site like BBC or IBN will help you in getting quick caching or indexing. Press Release and SMO are good way to get instant caching and indexing.

That's fine, but while creating XML sitemap set the priority of pages for search engines. Crawlers will crawl your pages by your given priority.

Search Engines like updates. Any kind of update like- Title update, Content update, updates in the layout etc will attract crawlers at your site. you are already on the 2nd page then update in your title and do some social bookmarking. Hopefully you will be at 1st page in next cache.

Make a file and name it as http://www.yoursite.com/robots.txt and upload it on the server. In the Robots.txt file write the pages which you don't want search engines to crawl. Use these text-

User-agent: *
Disallow: /pagename
Disallow: /pagename

Link is not the everything in SEO. It's important but not always. If you do it very aggressively then you will be banned by search engines.
