you can assign a public ip to your server using port forwarding.
What you need to do is forward the ports to the server that you want public. IE if you are using the server for hosting a website, ftp server, mail etc, you will have to forward the related ports to the server.

Try hosting your own website it has a great advantages, you have unlimited flexibility, you ca n choose your own hardware, operating system, database, and other tools. :D
