Module Not Accessible

I get the module not accessible when I go to Reported topics

When I go to PHP Tutorials... I assumed I'm seeing it because I'm in tutorial's group... in Main Menu

I am going to guess this is because all members of the tutorial writers group have access to editing the posts in the forum which is one of the moderator tools. I guess the rest of the features are showing but not necessarily working for you.
