I tried that. But neither the contrast or brightness change anything with the scroll bars. AND it affects both my laptop and my desktop.

there's about 10px of black between any table and the scrollbar, which is #363636 (over 3 shades lighter).

I believe you, it's just that there's a lot of difference between
#000000 and #363636.

Switch your monitor settings to True Color (24 bit) vs. High color (16 bit)
