This is more of a question than a suggestion or comment, but this area looks like the most appropriate place to post this question.

What makes a post fall into the "Popular" category? Is it a view threshold, a post threshold, something that has to be modded up, or something else?

It's a "post" threshold. The board default is 20 (which is modifiable). I believe Bigwebmaster upped it at OZZU to 50 recently due primarily to traffic in the General board.
