Reparenting Programming Tutorials Forums

I think the language-specific tutorials forums in P/S/C need to be re-parented into a Tutorials subforum which is a subforum of P/S/C.

Instead of

Code: [ Download ] [ Select ]
P/S/C -> PHP Tutorials
P/S/C -> Perl Tutorials
Etc
  1. P/S/C -> PHP Tutorials
  2. P/S/C -> Perl Tutorials
  3. Etc


It would be

Code: [ Download ] [ Select ]
P/S/C -> P/S/C Tutorials
P/S/C -> P/S/C Tutorials -> PHP Tutorials
P/S/C -> P/S/C Tutorials -> Perl Tutorials
Etc
  1. P/S/C -> P/S/C Tutorials
  2. P/S/C -> P/S/C Tutorials -> PHP Tutorials
  3. P/S/C -> P/S/C Tutorials -> Perl Tutorials
  4. Etc


I think the P/S/C Tutorials subforum should be left open as a catch-all (same permissions as existing tutorials forums or course) and have future categorizations be based on this new catch-alls contents.

I also think there should be a catch-all "Server Configuration & Tuning" subforum in the Hosting forum.

A forum/redirect of type "link" to the new SC&T subforum should be present in P/S/C/T making that

Code: [ Download ] [ Select ]
P/S/C -> P/S/C Tutorials
P/S/C -> P/S/C Tutorials -> PHP Tutorials
P/S/C -> P/S/C Tutorials -> Perl Tutorials
Etc
P/S/C -> P/S/C Tutorials >> SC&T [Redirect]
  1. P/S/C -> P/S/C Tutorials
  2. P/S/C -> P/S/C Tutorials -> PHP Tutorials
  3. P/S/C -> P/S/C Tutorials -> Perl Tutorials
  4. Etc
  5. P/S/C -> P/S/C Tutorials >> SC&T [Redirect]
