How does one allow anonymous access to files in a directory yet restrict access to the directory index to a few select users? I assume I'd need an .htaccess file but what directives would I need?

Well, you could use a common usrname/password combo, and only share that with the people you wish to have access.

You run the risk that someone will hand that username/pass to someone else, but if you want anonymous, you're stuck.

.htaccess would work. Try
man htpasswd
