dpkg dependency perdicament

this is basically my problem. on debian using dkpg i want to configure A. but i cant because it depends on B which isnt configured. so if i try to configure B it cant because it depends on A to be configured. anyone know how to get around this very stupid perdicament?

use apt?
configure them at the same time?

im doing all this without an internet connection. i know there is a way to configure them at the same time but i dont know how.
