Directory control is recursive, ergo if you do not have access to the previous level directory, you do not have access to the file. Also, you have to correctly set perms in the httpd.conf for cgi-bin access.
To be honest it could be any number of things.
BTW, setting anything that is public facing to 777 is "bad" (TM).

Alright guys, Thanks for all the info, for the record it is not facing the public , my boss had to go figure it out, he was the one that configured the puter. Thanks anyways guys,
