Linux Apache Setup Problem.

I want to setup a Apache+PHP+MySQL in my Linux.
when I try to install the apache, It shows that:
$ ./config.nice

configure failed for srclib/apr
When I start to surfing on net to find out solution, and I reliaze that I dun have a CC compiler, and everyone just say like using GCC, then I start to make a GCC bz to install.
Now there is another cases. it shows that
$./configure --prefix=/otc/gcc

so actually what i need to do ?
I'm really confuse about this.....

ok ... i'm using rpm to add on the gcc library.... but i'm still facing the same problem in compiling the installation batch for APACHE httpd.... how to solve it ?

I try to set "PATH=blablablablablabl:/usr/m6811-elf/bin" then now display something more "exciting" !!! Any one can help ?
