Is there a way to play Windows games on a Linux OS?

Yes, you can run Window$ games with linux. One way you can do this is by using a program called "wine". Wine is a program that will try to start a .exe But what sux about "wine" is that it does not support Direct X! But you can still use it to run many other apps. When i first started out i ask this same Question Well i found out how and i have Diablo 1 & 2 installed, Civ. 3, Quake 2, and a few others.... Wine can be a really pain in the but if you don't know what you are doing so they made other programs for this Like "Croseover" and "WineX"

depends. i've tried once to install photoshop but it didnt work too well. but others have had very good results. so, like cyber_craft said, it all comes down to how much you know, and luck. here's the photoshop portion of the site.
