script to check hanged processes

Am working on some sort of a script (shell or perl) to check some processes if it's hanging and send an email in case the process not responding. am just facing problems writing the logic of the script and maybe someone could help me out here..

there is a log file under $LOG called CHANGES.LOG I want my script to get the last modified time and in case the time is greater than 5 mints will echo "PROCESS HANGING" I came up with few things. but, am always getting stuck with the 00 hours... so, any idea?
