Throttling Process Resource Consumption

Is there a way of throttling a process resources, something akin to limits but for processes not users?

ie I want processX to be restricted in the amount of memory it can consume. For process cpu I guess I can simply nice the process, but total memory consumption is my primary concern.

In CSH you can set a limit on how much memory a process may use;
limit memoryuse 50M which you can place in the .login file.

I know this can be done in shell, but then how do you easily make this happen across all your *nix servers for a particular daemon in a nice and maintainable way?

limits.conf does this on a per user basis but I want it on a per processname basis really...
