trouble with ftp

I have put redhat 9.0 on a seperate machine address 192.168.1.22

When on another machine on the local network 192.168.1.18 I am unable to connect to the linux for ftp.

I get unable to connect to remote host

I did put a sample web page on the linux system and
am able to do http://192.168.1.22 and web page is returned.

What do I have to change on the linux machine

From what I understand RH9 does not use a configuration file unless instructed.

In /etc/xinetd.d/vsftp uncomment the line "server_args=" and add the configurations file's path.

server_args=/etc/vsftpd/vsftpd.conf
Then edit the conf file.

Either that or load a different ftp daemon, like wu-ftpd.
