I would like to set my visual effects to extra, but I get an error that says "Desktop effects could not be enabled."

Is this because my graphics drivers are out of date?
If it is how do I tell what my graphics card is, I know its an ATI.
I have found drivers for an ATI graphics cards here but i do not know the model it is.
