Users problem?

I am working on LINUX control pannel i have created a user.My problem is that i want to make a directory named clients in the folder "/home/" but this user can not make the folder because it do not have rights.

I had the second option that i make a user parallel to root but then there was the problem with Apache.I do not want to use the root user.

Please give some suggestions i am in a mess.

I thought that once you created a folder, that it automatically created a folder for that user in home/

that is weird.
