Webserver timing out

I got my webserver working (I think) but when I asked others to go to its IP address http://24.254.9.53/ they said that it timed out (That is also a dynamic IP so it may have changed). That is the external IP address of my router too but It will show up on my other computer. So what gives? This is a fresh install of apache so I may still have some configuring to do.
EDIT: Nevermind...I found out that my cable company blocks inbound traffic to port 80. No home webserver for me
