It is not a good idea to overdo the keywords however where they are placed will make a difference in your SEO Search engines give more importance to keywords in the following places.
    • Name of the file and folder
    • Title
    • Headers (h1, h2, etc.)
    • Link using the title atrib.
    • Bold text
    • Italic text

And less to the following

    •Body text
    •Alt text in images (because of abuse)


This is the search engines ways of knowing if it is a relevant document. If the keywords are found in the page it looks at the document as maybe relevant, if the keywords are found in the name of the file, the title, and the h1, h2 etc. tags. It then looks at the document as very relevant.

When it looks at the keywords in the links it views this as a document with good reference links to others relevant information.
