I am using Application Center to administer a 3 web server farm. One of the performance monitors, ASP Request Wait Time is flat-lined at over 40% for almost 30 minutes.
What caused it? What problems could it cause? How do I troubleshoot the issue?

Did you try visiting the author's website for that program? Maybe they have other people with the same problems and they have posted a resolution to it. I have never heard of that program, but something that could cause what you are seeing is if the script is poorly written and consuming tons of resources.
