Can someone help me with a layer blend, please.

Should be really easy, I just need to blend an image into the background with a layer.

Here is the background image:

Sorry I still can't post links here, I guess 5 years isn't enough to be part of the club.

To the right I need to add an overlay that will will allow me add any image and have it blend into the background.

I have skype dwhsnet and don't mind paying for help.
