Coding for action on a drop down

i know this can be done via javascript but i am quite para about it since javascript can be turned off. this needs to be done on the site and therefore php might be the way to go.

using php/html how can i add the interaction on the form: HOW DID YOU FIND US using a drop down? a selection appears: FRIEND, INTERNET, AGENCY, ADVERT, RIBA, NEWSPAPER, MAGAZINE, OTHER

once the selcetion has been made then a secondary dropdown appears with a predifined selection based on the previous dropdown. so for INTERNET the dropdown would be various search engines. for NEWSPAPER the selection would be various newspapers like, EVENING STANDARD, EXPRESS etc. can this be done in php or is javascript the best way to go bearing in mind that javascript can be turned off.
