Community Website.. how to make

im looking to make a community website for my local area... for this i would require the following.

The site needs to be Open Source and FREE
Needs to be CSS template Driven (like phpbb or zencart)
Must allow the public the register and contribute news etc (all is monitored and authorized by admin)
new section can be added and privliges set but admin ie about us page is just an info page but local news is contributed by admin and users.
A local business database where companies can add there business to the listings
a banner maganger so adverts can be places and tracked... ie view and click tracking.

any ideas??

i looking at joomla and drupal but id like to know if anyone uses these and know if they can d the above??

are you looking for a forum type of atmosphere. If so phpbb, would work fine.
