Is it ok to copy news articles to my web page?

I am wondering if it is legal to copy news articles from other websites and put them in my website (and quoting the source and the original link)?

There's no concrete yes or no answer that applies to every website on the Internet.

More times than not the answer is going to be no though.

I see so many web sites that display RSS feed news flash, I guess they all paid the copyright fees to the sources for using/quoting these news articles. 8)

Yes and no - most site have a notice or read me that instruct the proper ways to go about it. You shouldn't worry too much if you note where it's from, provide an original link to the content and display the proper credits: author and the such.
