creating a web portal

I need to make a very simple portal that has about 10 buttons as links.

I've got visual studio 2005.

Now I'm in a closed network environment so don't ask me to download anything or whatever. All I have is Photoshop, VS 2005 and a good graphics guy. I use C# for VS projects.

Now my prob is i dont know where to start since making a (nice) portal in VS is problematic. So I thought maybe use my graphics guy with a nice image in PhotoShop and have active spots as buttons, but thinking it was a bit cheap i came for advice from you guys, tnx in advance..

Yes I agree, it would help if you could explain a little more. What kind of "portal" are you creating? A web portal? An application portal?

Assuming you're talking about a web portal, if it's just a simple HTML page you want then I see no need for anything fancier than Notepad. If you want syntax highlighting, you can use VS's editor.
