i just got dreamweaver and i wanna make my layout better. the thing is, ive never tried a css stylesheet layout or anything like that. can someone spare some time to help me? or does anyone have links to good tutorials for dreamweaver cs3? i wanna make a layout kinda like http://www.zomganime.com or http://www.animeblogz.com

I'd recommend going through a couple of CSS tutorials to give you an idea of where to start. Try out:

Those should help get you started - hope that helps!

how are you guys going about making the background images for the layout? i notice people basically start off with making lines for the outline of the page but whenever i try to make one in photoshop, it doesnt come out right

ok so i was about to get this far lol... and believe me for some reason even that was annoying.....i know its a shame....... ok but everytime i try to put the banner as a background image inside that background image, nothing shows up, can someone help me out?

maybe try putting the urls in single quotes like:

it's nice.. nut not much help, if you want to understand css, thing as you put a bunch of small cubes in a biger cube, and you fit the together side by side and top to bottom, and in the small cubes you just give a little touch of imagination:)
