wow, I'm impressed - a 4-year long thread!

http://iconfu.com will convert between .gif, .png and .ico images (there's an upload link at the top of the page) ... it's free for icons up to 24x24px

it does much else besides but that's a story for another day

Best .ico (desktop or favicon) editor, IMO: IcoFX http://icofx.ro/ or for screenshots http://icofx.ro/screenshots.html . Better than some paid apps. I'm actually surprised this thing is free. I use it all the time though.

Favicons are needed to help your brand. I believe some browsers don't use favicons though.

I use Format Factory (http://www.formatoz.com/) or Favicon.cc for an easy in-browser creation. (http://www.favicon.cc/)

I love favicons... :)

It helps add a modicum of branding to the sites in our network.

I use the one at dynamic drive:
