IE display glitch - need work around

I have the following:

links with images in them. The links display:block and the image are display:inline. I need to specify small (10px ish) heights on the links, forcing them to bunch together. IE doesn't like you setting height smaller than line height so I set the line height down to 7px (which is the smallest it will let you use in IE). This is fine if I do not have the images there. With the images, th lines all space out again in IE buggering up my layout.

I have tried:
making the font smaller (no effect)
making the height larger and setting a negative bottom margin (messes up more in IE)
and I'm now running out of ideas....

any input would be greatly appreciated :)

If the image is part of the link, try setting the image as a background. The <a> will need to be a block, set no-repeat so it shows once and you can control the position of the image.
