drop down box with links

Hey everyone, this is kind of annoying because I just can't do this for some reason. I want to have a drop down box with links that will open in a new window, but I don't if I need to include javascript or what. Unfortunately I don't know javascript, so I can't do much there. If someone can point me in the direction of a link or preferrably just whip a short little example for me that would be awesome.

I was talking about the drop down box of just regular old HTML.
