Frameset basics

There is a site style I'd like to try. It's a frameset (yuck) but it uses flash as the header and the content is loaded below. When done well it looks real sharp. The outside frames don't resize, etc.

This site is a good example of the framset I'd like to use:

I copied the frameset html and tried to modify it but things kept getting funky - I don't understand the whole framset col size thing so well I guess. Can anyone give me a quick rundown on this whole thing and maybe even a pointer in the right direction on how to set up my own?
