look for dot tk. They give the domain for free but if you are really serious about your forum, you should get a .com name via paid registrar.

Yes you can register with one domain name & later host with some other company. I found one website http://www.tucktail.com/ where we can register a new domain name or web host & also transfer it from
one host to another host.

also have a look at this new free domain name registry:

http://www.nic.cz.cc/

offers free domain name, no ads, real dns entries etc. and almost all domain names are still available (eg. http://www.forum.cz.cc)
