Glowing Text Fade Effect! Help :)

Hello!

Yeah i'm a new noob here..
Iv'e gotten pretty inspired by the text effects at this forum.
I were wondering if any1 could give me the code for this effect, and please instruct me how to insert it? (using Frontpage at the moment).

I have also discovered that if you haven't done the mouseover at any specific link with this effect, it kinda gets white instead of just red.
This effect would i like to use at my page for my links..
And then i mean with the white color, not just fade to red, the white flash was more groovy

I hope you understand what i'm talking about.
