got an error: URL file-access is disabled in the server conf

anyone know how to get rid of this, it literally occurred over night! spoke to the hosting company who told me three different answers :roll: the last of which is to transfer the nameserver to them....
i've done some research and the only thing i can find is changing the php.ini file to allow_url_fopen = On , but that didnt work :(
can anyone offer some advice? thanks in advance
