The best way with CSS is to create a class or ID that does what you want it to do and then use block or inline markup with DIV or SPAN.

i.e.

<span class="nohover">Whatever</span> or

<div class="nohover">Whatever</div>

etc.

The whole point of CSS is to be able to assign any style to any element you want, even it will only apply to one piece of markup.

Do you want to post your CSS code with the HTML part? Your CSS might be overriding your selector class depending on how it's setup.

I tried b_heyer's idea and it seemed to work. If you just want to disable the blur for one link you could try changing it to:
Code: [ Select ]
<a style="filter:none" href="terms.html">Terms and Conditions</a>

MacLuv's method seems to work too, and would probably be easier to apply if you needed it for more than one link. If you added:

span.noBlur a:hover{filter:none}

to your style sheet then you could wrap that around multiple links like:
Code: [ Select ]
<span class="noBlur"><a href="terms.html">Terms and Conditions</a> <a href="terms.html">Terms and Conditions</a> <a href="terms.html">Terms and Conditions</a></span>
