Your best bet is going to Google and typing "Introduction to HTML", "Basic HTML Tutorial" "Beginner HTML Tutorla" and such, and hitting search...

There's one that used to be up called the Ezy HTML Tutorial which was absolutely great, and I recommended it to people all the time. I can't remember the exact URL off-hand, but if it's still online, a quick Google search for it should bring it up.

The best possible thing you can do is to create endless layout after endless layout. Practice DOES make perfect.

Hi Dave, welcome to OZZU!
The best things you can do is to get into school for it, read, try the things you read about, and keep reading. Other than that joining an online community was a great step in learning the fundementals of web design.

Here's a few topics I suggest reading up on.(Other than HTML)

XML (eXtensible Markup Language ) A universal format for data
on the Web.

CSS (Cascading Style Sheets) A simple mechanism for adding style (e.g. fonts, colors, spacing) to Web documents.

W3C (World Wide Web Consortium) Leading orginization on web standards.http://www.w3.org/

Be assured others here on ozzu will show you some more (I diddn't want to hog the spotlight )

I'd suggest that you start by creating a personal website (that's how I started)

Keep updating it and adding new features as you learn them! You can host fyour site for free at http://geocities.com or http://freewebs.com

 When I first started out I was just like you, I wanted to know how to do EVERYTHING. I found out real quick thats pretty much impossible. Webdesign is like a recipe, would you rather add spices a little at a time tasting as you go along, or just throw a bunch of spices you've heard of in and hope it tastes good?

And keep posting questions here! Learn by reading, doing, and asking.

Once you design your first website, you can post it under "Website Reviews".

All you need is a programming language (eg php, perl, jsp) and a database (eg mysql, postgresql). If you've got both, you can build whatever you like.

Use percentages rather than actual pixels in layout.

for the web host question, i think there is a whole forum on it: http://www.ozzu.com/forum11.html

as for the database question, it depends on which programming language you want to use

funny how when web design is mentioned no one even touches the actual design part of web design. coding can be a big deal if you want it to but the actual design is also a big part.

for me i like to get my inspiration by looking thought this part of this site:
http://designs.deviantart.com/web/

it gives me lots of ideas. then i put them though photoshop and then do the code.

to answer your other two questions:
http://www.phpbb.com/ is the free forum many people like to use and as i'm sure you know you will need someone to host it for you. now with hosting the biggest, cheapest host is not always the way to go. i recommend you look though this site as many members on here sell web hosting.
